2008 Downtown Spotlight Information

 

The CATeam is pleased to announce the four
2008 MSHDA Fast Track CDBG Downtown Programs:
Infrastructure, Signature Building,
Facade, and Planning/Marketing

The Fast Track Programs are designed to streamline the paperwork and time constraints typically associated with federal funding. Each community is required to submit a completed Fast Track Funding Request Letter. Once tenatively approved, the community will be authorized to complete a streamlined Notice of Intent/Application. It is the program's intent that all paperwork including the environmental review (new Fast Track process) and the bid process will be completed within a 90 day timeframe enabling communities to still complete their proposed projects in 2008.

To apply, a local unit of government (applicant) must be an eligible non-entitlement community and the project must be qualifed as identified below:

Infrastructure and Signature Building Programs -
qualified based on job creation
with $30,000 in grant funding being awarded per each new, permanent, full-time equivalent job being created.

Facade Program - can be awarded to eligible non-entitlement communities that can demonstrate area-wide benefit based on their community consisting of over 51% low/moderate income households based on HUD census data. To determine your community's percentage click on the following link: low/mod income communities or via job creation if your community is an eligible non-entitlement community but not on the low/mod income communities list.

Planning/Marketing Program - eligible non-entitlement communities that can demonstrate area-wide benefit based on their community consisting of over 51% low/moderate income households based on HUD census data. To determine your community's percentage click on the following link: low/mod income communities and provide justification that the project is likely to lead to future downtown job creation.

Projects being qualified based on job creation can apply on a continuous basis.

There are two upcoming competititve area-wide benefit funding submission deadlines (subject to availability of funding). The submission deadlines are July 31st, and October 31st. All documents must be received in our office prior to 5 p.m. on the the due date.

We highly encourage you to contact your CATeam Representative as soon as a potential project is identified.
