The $230 million system plays a critical role in how Michigan responds to emergencies and to everyday public safety needs of Michigan citizens, hosting over 1400 public safety agencies across the state. Theron Shinew, 517-336-6188 ShinewT@michigan.gov Deputy Director Mr. Shinew directs all projects that integrate or co-locates local infrastructure (radio towers, supporting electronics and shelters, and radios) with the MPSCS. Mr. Shinew is responsible for planning and implementation of the overall MPSCS upgrades and enhancements. Administrative oversight and supervision of the billing system, coordinates information technology initiatives and is the liaison with the Michigan State Police on training matters. David Hayhurst, 517-333-5002 HayhurstD@michigan.gov Infrastructure Services Manager Mr. Hayhurst is responsible for directing the work of the Network Communications Center (NCC). The NCC monitors the MPSCS infrastructure and the ongoing operation, maintenance and enhancements to MPSCS as well as other radio systems. Mr. Hayhurst has operational control of the MPSCS Network and directs the activities involved with monitoring performance, troubleshooting problems, coordinating repairs, scheduling preventative maintenance, tracking configuration changes and management of other services. Mr. Hayhurst provides managerial and technical guidance to supervisory staff and works closely with the Engineering Services and Client Services on a variety of issues and programs including integration of new infrastructure, preventative and reactive maintenance for State and local users of MPSCS. Toney Casey, 517-336-6618 CaseyT1@michigan.gov Support Services Manager Mr. Casey is responsible for supporting the work of Electronics Technician Supervisors located in radio shops across Michigan that support the ongoing operation, maintenance and enhancements to MPSCS as well as other radio systems supporting state and local agencies. This position manages the supervisory staff and works closely with the Engineering Services Manager and the Infrastructure Services Manager on a variety of issues and programs including integration of new infrastructure, preventative and reactive maintenance, radio template development and radio programming for State and local users of the MPSCS, fleetmapping, and support of other radio infrastructure for MDOT and MDNR. This position manages and supervises Radio Programming Unit (RPU) analysts and technical personnel.
