In response to a request by the Federal Communications Commission (FCC), the Michigan Public Service Commission (MPSC) today issued a minute action transmitting to the FCC a summary of Case No. U-13796, which deals with the FCC’s Triennial Review Order (TRO). The TRO order established rules that allowed states to determine when local telephone competition is sufficient in a given market to remove requirements on SBC and Verizon to make elements of their network available to competitors at certain prices.
The Commission today also submitted to the FCC a summary of its efforts to develop a batch hot cut process.
On June 29, the MPSC transmitted to the FCC its complete public record in Case No. U-13796. Today, the MPSC is retransmitting the record, along with the administrative law judge’s Proposal for Decision that summarizes the facts in this case. The FCC is in the process of developing new rules, following a U.S. Court of Appeals’ decision on March 2 that vacated certain FCC rules.
In addition, the Commission today, in Case No. U-13891, is also submitting to the FCC a summary of its efforts to develop a batch hot cut process. The Commission on June 29 adopted an interim batch hot cut process and directed the parties in the case to participate in collaborative discussions related to developing a test plan and conducting a test prior to the Commission adopting a final order on a batch hot cut process. Today, the MPSC is transmitting to the FCC a summary of the case, along with the complete record.
