Invitations to participate in the collaborative were sent to Michigan IOUs and cooperatives, members of MECA and MEGA, the Attorney General, ABATE, intervenors in the Consumers Energy rate case - Dow Corning and Hemlock Semiconductor, and to the Michigan Homebuilders and Michigan Manufactured Housing Associations. 

The first meeting was held on March 28, 2006, and over the course of the past year, the group has met over 15 times.  The goal of the collaborative is to develop a consensus document upon which draft tariffs would be generated for each Michigan-based IOU and cooperative.
