MINUTES

 

On Thursday, September 27, 2007, the Michigan Gaming Control Board held a special public meeting at the Board office in the Cadillac Place, 3062 W. Grand Blvd., Suite L-700, Detroit, MI.

 

Present:           In attendance were the following Board members:

Business:     

Chairman Kassab called the meeting to order at 2:04 p.m.  Chairman Kassab noted for the record that there were three Board members present which constituted a valid quorum.

Chairman Kassab stated that this special meeting was being held to consider the proposed Board Order for a non-disciplinary temporary suspension of MGM Grand Detroit Casino, Detroit Entertainment, L.L.C. and Greektown Casino, L.L.C.'s gaming licenses, in the event that a government shutdown is triggered by a failure to implement a budget for the next fiscal year by October 1, 2007.

Chairman Kassab invited Executive Director Rick Kalm to give a brief summary of the issue and to define the risks involved if the casinos remained open without regulatory oversight.

Upon conclusion of Mr. Kalm's summary, comments from MGM, MotorCity and Greektown Casinos' legal counsels and questions from Board members were answered, it was moved by Chairman Kassab and seconded by Mr. Robinson that the Board approve the proposed order for the non-disciplinary temporary suspension of MGM Grand Detroit, Detroit Entertainment and Greektown Casinos' gaming licenses if the constitutional provision that may require a government shutdown is triggered in the event a state budget has not been implemented by October 1, 2007.  It is further ordered that the authority to temporarily suspend these licenses be delegated to the Executive Director allowing him to, 1) give the casinos a 24-hour closure notice, 2) not order the suspension if a last minute budget is in place, and 3) lift the suspension if a budget is implemented prior to the Board being able to meet.  A roll call vote was taken.

There being no public comments, Chairman Kassab adjourned the meeting at 2:44 p.m.
