(a) The manufacturer, distributor, supplier or exhibitor desiring a temporary supplier exhibitor's license shall complete and submit an application in the manner and form prescribed by the Executive Director, which shall adequately identify the exhibitor; the gambling game(s), gaming device(s) or equipment, or other gaming-related goods and services to be exhibited; and the person who will be responsible for the exhibition.
(b) The exhibitor shall consent in writing to the jurisdiction and regulatory authority of the MGCB under the Act.
(c) The exhibitor shall in writing release the State of Michigan, the MGCB, the Michigan State Police, the Department of Attorney General and their officers, employees and authorized representatives from any and all liability arising from, or related to, the exhibitor's shipment, delivery, exhibition or display of gambling games, gaming devices or equipment, or other gaming-related goods or services at the Northern Gaming Summit.
(d) One or more of the pending casino license applicants shall request the MGCB in writing that temporary supplier exhibitor licenses be granted to permit gambling game(s), gaming devices and equipment, or other gaming-related goods or services, to be delivered, exhibited and displayed in the Cobo Convention Center at the Northern Gaming Summit.
(e) Any gambling game, gaming device or equipment, or other gaming-related goods or services delivered, exhibited or displayed in the Cobo Convention Center at the Northern Gaming Summit shall be subject to on-site review and inspection and approval by MGCB Licensing and Compliance Division staff and other authorized representatives of the MGCB, including members of the Michigan State Police Gaming Section.
(f) Electronic gaming devices shall be shipped to and delivered at the Cobo Convention Center for exhibition and display at the Northern Gaming Summit, in accordance with the requirements of MGCB Administrative Rule 1402, MR 432.11402.
(g) Live gaming devices shall be shipped to and delivered at the Cobo Convention Center for exhibition and display at the Northern Gaming Summit, in accordance with the requirements of MGCB Administrative Rule 1404, MR 432.11404.
(h) The exhibitor shall assure and certify that the electronic gaming devices and live gaming equipment shall not be used for gaming or gambling during the period of temporary licensure.
(i) The exhibitor shall certify and agree that the electronic gaming device(s) that it displays and exhibits at the Northern Gaming Summit are, and will remain, set up in demonstration mode or for either free play or non-value play, and will be able to accept or payout, if anything, only non-value tokens, during the period of temporary licensure.
(j) The exhibitor shall also certify and agree that all tokens and gaming chips utilized or displayed by the exhibitor at the Northern Gaming Summit will have no value.
(k) The exhibitor or Northern Gaming Summit sponsors shall provide adequate security for the exhibition area in the Cobo Convention Center on a 24-hour basis.
(l) Licensed exhibitors may deliver and set up gambling games, gaming devices and equipment, and other gaming-related goods and services to the Cobo Convention Center exhibition area between 8:00 a.m. and 10:00 p.m. on October 11, 1999, the day prior to the start of the Northern Gaming Summit.
(m) Licensed exhibitors must remove gambling games, gaming devices and other gaming-related goods and services from the Cobo Convention Center exhibition area by no later than October 15, 1999.
(n) A temporary exhibitor's license for the Northern Gaming Summit shall only be valid and in effect from October 10 through October 16, 1999.
(o) The holder of a temporary exhibitor's license shall be authorized to ship and deliver gambling games, gaming devices and equipment, and other gaming-related goods and services to the Cobo Convention Center for purposes of exhibition and display at the Northern Gaming Summit.
