Studies
Studies help MDOT determine project need, as well as environmental, cultural, and social impacts. Studying a proposed project/area and giving the public an opportunity to participate in the transportation decision-making process ensures a better outcome for all Michigan residents.

Planning and Environmental Linkages (PEL)
Planning and Environmental Linkages (PEL) is a process approach to transportation decision-making that considers environmental, historical, cultural, and feasibility issues early in the process. Public engagement allows the community to be part of the process and guides the project team to acceptable decisions. The information analysis and products developed during the PEL study are then used to inform the formal federal National Environmental Policy Act (NEPA) environmental review process.

Environmental Assessment
Environmental Assessment (EA) is required when the significance of the environmental impacts are uncertain. The purpose of this process is to clarify any uncertainty and document the finding. If no significant impacts are found, the process is concluded with a Finding of No Significant Impact (FONSI). However, if there are significant impacts, an Environmental Impact Statement (EIS) is then completed.
