Quality Assurance

Larry Strzalka
Manager, responsible for managing and directing the activities of the Quality Assurance and Specifications & Estimates areas.

Carlos Libiran
Supervisor, responsible for supervising the Design Standards Unit. This involves the writing, production and maintenance of bridge and road design standards and manuals to promulgate changes in design policies, procedures and technical practices.

Tom Vandenberg
Supervisor, responsible for supervising the Plan and Field Review personnel, which conducts reviews during the plan development process to insure completeness, uniformity and adherence to all MDOT policies, guidelines, directives, etc. The unit coordinates the various disciplines involved in the design phase to develop the most cost effective design. Additionally, responsible for supervising the OEC personnel, which reviews the final plan/proposal package prior to project turn-in, advertising, letting and award. The unit insures all MDOT policies, guidelines, directives, etc. are adhered to. Also, is responsible for preliminary and final Right of Way plan reviews and ROW revisions.
