The West Michigan Transportation Operations Center's (TOC) operations focus on MDOT's goals of incident management, crash reduction, customer information, and congestion reduction. The TOC provides motorists and businesses with real-time traffic information and partners with emergency response agencies to provide improved response services to traffic crashes, saving lives, time, and money.

The West Michigan TOC serves motorists in MDOT's Grand Region. This ITS center for West Michigan, which began formal operations in April 2006, oversees a traffic monitoring system covering freeway and non-freeway state trunkline in 8 counties in the greater Grand Rapids, Muskegon, and Big Rapids areas.

Infrastructure includes:

  • 57 Traffic Surveillance Cameras
  • 27 Dynamic Message Signs
  • 125 Vehicle Detectors

A fiber-optic based communications system incorporates the camera video, message signs, and vehicle detector data and transmits the data via an IP Ethernet network back to the TOC. Wireless and cellular communications are in place to communicate to devices located outside of the fiber network. To facilitate area-wide traffic operations and incident management, the West Michigan TOC provides incident information and traffic video access to the Michigan State Police dispatch centers and other local police departments.

The traffic video images and data are available on MDOT's Mi Drive website. MDOT also provides live video feeds of traffic surveillance cameras to local media outlets, as part of MDOT's effort to provide the public with current traffic conditions on Grand Rapids metropolitan area freeways.

The Grand Rapids area ITS system includes a vehicle detection system which covers several segments of the core freeways in Grand Rapids (primarily US-131, I-96, and I-196). This system provides traffic counts and speeds for the freeways to provide congestion, incident, and travel time information to the TOC and to the Mi Drive site.

ITS planning in the Region is coordinated with the local Metropolitan Planning Organizations. In the Grand Rapids metropolitan area, the member agencies of the Grand Valley Metro Council maintain the ITS regional architecture and coordinate ITS planning efforts. A major expansion of the area's ITS system, including state and local routes, was completed in 2011. In 2010 traffic surveillance cameras and a dynamic message sign were added in the Grand Haven area for traffic management on US-31.

Upcoming proposed projects will expand ITS on major corridors around Grand Rapids, and continue development of ITS system in the Muskegon/Grand Haven area.
