Susan Mortel is the Director of the Bureau of Transportation Planning. She directs and administers the functions of the Bureau, which collects data and reports on the condition and
performance of the state's multi-modal facilities and services; and develops investment strategies to manage these assets.
Ms. Mortel is also responsible for the implementation of
the federal planning regulations as established under Federal Transportation Equity Act (TEA-
21), including development of the State Long Range Transportation Plan, and the State
Transportation Improvement Program, and coordinates these efforts with local MPO long
range plans and Transportation Improvement Plans.
Ms. Mortel is also responsible for the development of Michigan's Five Year Road and Bridge program, the management of the capital program, compliance with federal and state
environmental regulations, including the statewide project and corridor development activities and the statewide public involvement plan.
Ms. Mortel provides policy and legislative support to MDOT and the State Transportation Commission. She serves as a department senior level
spokesperson with federal, state, and local governments and organizations, the public and
private sectors, the legislature and other stakeholders. Ms. Mortel has a broad understanding
of the department's business processes and the issues facing the department.
Prior to her current position, Ms. Mortel was the Director of Planning and Program Operations
in the Bureau of Transportation Planning for eight years.
Ms. Mortel has taken the lead, on behalf of MDOT, on issues regarding bi-national planning,
the feasibility study for a new Detroit River crossing, and coordination with Canada on borderrelated
security. Ms. Mortel also represented MDOT in national forums concerning
reauthorization of the TEA-21.
