With the February 17, 2009 enactment of the American Recovery and Reinvestment Act (ARRA) additional federal revenues are available for transportation projects in FY 2009. This addendum to the fiscal year 2008-2008 State Transportation Improvement Program (STIP) provides the public with additional information about the impact of ARRA to the current STIP.
Federal ARRA guidance states, "For purposes of fiscal constraint, it is reasonable to assume a doubling of federal highway dollars based on last year's program size." Not including earmarks and discretionary sources, Michigan received $1.022 billion in revenues from federal sources in FY 2008. This amount, $1.022 billion, was established as the statewide total for the ARRA highway revenue estimate. While this is more than the $847.2 million apportioned to Michigan, the additional amount provides flexibility for the state to continue developing projects within the ARRA timeline and prepare for redistribution of funds not used by other states.
The statewide fiscal constraint table has been updated to include this new source and the ARRA highway distribution for the upper programming limit of $1.022 billion. For the transit ARRA revenue, MDOT used the actual numbers as provided in the Federal Register Notice of March 5, 2009.
