This project was initiated in 2000 to develop an overall strategy for modernization of the Interstate 94 corridor, from M-60 to Sargent Road in Jackson County. In March 2007, the Federal Highway Administration issued its Record of Decision, documenting the study outcome.
Throughout the environmental study process, MDOT and its consulting firm worked with community officials and the area's transportation service providers. They analyzed three practical alternatives for the corridor and examined their potential environmental impacts. An alternative that incorporates elements from all three was selected and is described in the ROD document.
The Federal Highway Administration and the Michigan Department of Transportation contracted the consulting firm of CH2M HILL to perform a comprehensive study of the I-94 corridor. The study extended from the I-94/M-60 interchange easterly 9 miles to the I-94 Sargent Road Interchange (see Study Area Map).
This section of I-94 includes 7 interchanges and 13 bridges. Four of the 13 bridges are twin bridges (i.e., two bridge decks on common abutments and piers), for a total of 17 bridge structures in the project area. These interchanges provide access to the Jackson Urban Area from I-94.
The goals of the I-94 study were to:

initiate a modernization strategy that will address future capacity and operational needs,

develop innovative design alternatives for interchanges,

remain compatible with other planned corridor developments,

provide an improved gateway to the Jackson Urban Area,

tminimize the requirements for additional right-of-way,

provide a master plan for the staged construction of future improvements as funding becomes available.
