Robert E. Fryer

In 28 years with the Michigan Municipal League (1948-1976), the last 13 as its director, Fryer played a major role in strengthening the cities and villages of the state, including their street improvement programs. He was the league's chief spokesman, lobbyist and general counsel on numerous transportation issues, and was a principal drafter of Act 51 to 1951, the basic state highway law. He represented municipalities in four major studies of highway, road and street needs and their companion fiscal analysis studies. He also was at the forefront of efforts that led to approval by the Legislature of half a dozen transportation funding packages. Fryer's legal skills contributed substantially to the recodification and modernization of the highway laws of Michigan.
