An innovative suite of software created by the Michigan Department of Transportation has received a prestigious 2002 CIO Magazine Enterprise Value Award, Gov. John Engler and State Transportation Director Gregory J. Rosine announced today.
The software, used for managing and tracking road and bridge construction projects, is co-owned by MDOT and Info Tech, a Gainesville, Fla.-based software company.
MDOT was one of only five award recipients nationwide. The award was presented to those organizations creating Information Technology applications and systems that transform the way business is done.
"This builds on Michigan's record of using technology to improve state government services for taxpayers," Engler said. "FieldManager is an excellent example of how public/private partnerships can use the latest technology to reduce costs and make government more efficient."
Since FieldManager was fully implemented statewide in 1999, about $4 billion in construction contracts have been awarded and successfully managed by FieldManager.
"This year's CIO Magazine Enterprise Value Award winners truly know how to create value using IT," said Abbie Lundberg, editor-in-chief, CIO magazine. "Winning systems have reinvented how these companies approach the use of technology, improving enterprise goals and objectives across the board while streamlining communication and producing return on investment."
MDOT shares a unique 50/50 partnership with their business partner, Info Tech Inc. which has the right to sell the software, but must dedicate licensing fees paid by other states to the further development of FieldManager. The contract also granted Michigan's state and local transportation agencies a perpetual license to the software, mandated that MDOT approves any future changes, and pays MDOT royalties from sales to private users.
"We could not have achieved such an ambitious road and bridge construction program without the efficiencies provided by this software," Rosine said. "It is consistent with our goal of putting more of our state's transportation dollars into preserving our roads and less into administrative overhead. The software has streamlined our operations to save Michigan taxpayers more than $20 million per year in reduced hands-on time."
FieldManager is an industry first and well on its way to becoming the industry standard. Inspectors from 40 MDOT offices, 124 local transportation agencies and 77 private companies in Michigan use the software. In addition, six state departments of transportation use it.
"Our success with Information Technology is directly related to the integration of our IT people and our business people," said MDOT Chief Information Officer Doug Couto. "It's a very successful partnership and one that we use as a model for all our IT projects."
CIO Magazine Enterprise Value Award winners are judged on a number of criteria including their systems' strategic value, customer impact, financial return, operational efficiency and social impact. There were five awards nationwide.
