Q 1. If my extra is 100 percent locally funded and my project falls within the criteria of Appendix A of BOH IM 2004-14, do I have to submit it for State Administrative Board or State Transportation Commission review?

Yes. Also, be sure to include the entire amount when calculating the 6 percent or $48,000 Administrative Board limits. Note in your Description of Changes field on FieldManager's Contract Modification general tab that the extras are 100 percent locally funded.
