Circulation Policy

Agency: History, Arts and Libraries

  1. Introduction
  2. This document addresses the Library of Michigan's patron categories, collection categories, loan periods, overdues, and restrictions. Resources are available for use on site by all. This Policy does not address interlibrary lending or borrowing or collections which are part of the Services for the Blind and Physically Handicapped

    The Library of Michigan complies with the guidelines set forth by PA 455 of 1982 (Michigan Compiled Laws 397.601-397.605: The Library Privacy Act), regarding confidentiality of patron records and circulation transactions.

  1. Patron Categories
  2. The patron categories to whom resources may circulate are:

    1. Employees of the Legislative, Executive, and Judicial Branches of Michigan government.
    2. Proof of membership in category A may be established by presenting a state employee identification card.

    1. Members of the State Bar of Michigan.
    2. Proof of membership in category B may be established by presenting a current membership card.

    1. Residents of Michigan*.
    2. Membership in category C may be established by presenting any one of the following:

      1. A valid Michigan driver's license.
      2. A valid Michigan identification card.
      3. A valid voter's registration card.
      4. A valid identification card from a Michigan institution of higher learning which indicates current enrollment.
      5. Other indicators of residency.

      Patrons in category C may have a maximum of 12 items checked out on their card.

      For minors, a parent or legal guardian's signature and membership in Category C will be required.

      * Residents of Michigan not using the Library in person will be referred to their local library and the interlibrary loan system to obtain materials.

    1. Collections With Restricted Circulation
      1. Law Library Collection - Select law materials circulate to state employees for state business and to current members of the State Bar of Michigan.
      2. Audio-visual equipment - Equipment circulates to state employees for state business.
  1. Circulation
    1. Loan Periods
      1. 56-Day Loan Period
        All items from circulating collections are loaned to the Legislative, Executive and Judicial Branches of Michigan government for 56 days.
      2. 28-Day Loan Period
        All items from circulating collections are loaned to residents of Michigan for 28 days.
      3. 28-Day Loan Period
        Items from the Law Library circulating collection are loaned for 28 days.
      4. 7-day Loan Period
        Test preparation materials and genealogy instruction manuals are loaned for 7 days.
    1. Holds and Recalls
      1. Holds - Patrons may request holds. This will reserve item(s) when they are returned by another patron. Once returned, the patron will be notified and the item will be held at the appropriate Circulation Desk for five days only. After that time, the hold will be removed and the item will be returned to the shelf.
      2. Recalls - A recall is a request for the return of a borrowed item, often prior to its original due date, because the item is needed by another patron.
      3. An item may be recalled for state employees if:

        1. It is overdue, or
        2. A hold has been placed on the item and it is within a renewal period, or
        3. The item has been checked out to the other patron for at least half of the loan period.
    1. Renewals
      1. Items may be renewed if:
        1. No holds are on the item, and
        2. The item is no more than 25 days overdue at the time of the renewal request, and
        3. The item has not been renewed more than three times.
        4. Items checked out from the Law Collection are allowed one 14-day renewal.
      1. Test preparation books may not be renewed.
  1. Overdue, Non-Returned, Lost or Damaged Items
    1. Overdue Items
      1. Fines for overdues are not assessed.
      2. Notices for 28 and 56 day loans are sent at the following intervals:
        • First Notice - 7 days after due date
        • Second Notice - 14 days after due date
        • Final Notice - 21 days after due date
        • Invoice - 28 days after due date
      1. Notices for 7-day loans and recalled items are sent as follows:
        • First Notice - 1 day after due date
        • Second Notice - 4 days after due date
        • Final Notice - 9 days after due date
        • Invoice - 14 days after due date
    1. Non-Returned, Lost or Damaged Items
      1. Patrons will be charged for non-returned or lost items. If the items are returned, charges are waived.
      2. An invoice for replacement or repair costs may be prepared for items damaged during the loan period. Patrons are encouraged to notify staff of any noticeable damage to materials prior to check-out.
      3. Replacement charges will reflect the current replacement cost based on the price listed in Books in Print or industry average for materials plus a $20 processing fee. Current industry averages are determined using the Bowker Annual and Publishers Weekly.
  1. Suspension of Borrowing Privileges
  2. When a patron has been invoiced, all borrowing privileges will be suspended. This suspension will remain in effect until charges are paid or the item is returned.

    If the patron states that the item has been returned or was not borrowed, a search will be initiated. Borrowing privileges may be reinstated for the duration of the search.
