Introduction To Michigan’s Consolidated State Application
Michigan’s Consolidated State Application for State Grants under Title IX, Part C, section 9302 of the Elementary and Secondary Education Act [ESEA](Public Law 107-110), “No Child Left Behind”, was submitted by the Michigan Department of Education (MDE) to the U.S Department of Education (USDE) electronically on June 11, 2002. The application is a response to the questions outlined in the USDE Consolidated State Application document dated May 7, 2002. The purpose of the Consolidated Application is to encourage the integration of State, local, and ESEA programs to assure that “No Child Is Left Behind.” It requires states to identify how they currently comply with the new legislation and/or how they will address these new requirements. Approval of the application provides Michigan with the funds for both initial and continuation of 15 key federal programs.
This application reflects Michigan’s plan to plan with other state agencies (Treasury, the Center for Education Performance Improvement, Office of Drug Control, Career Development), the State Board of Education, and educational and business representatives to develop and implement the program philosophy and expectations of this legislation.
Since the initial submission to the USDE, this application has been revised to incorporate the responses provided to USDE during the federal review period June 12-28, 2002. Responses not included in the original application are labeled “additional information provided to USDE” and are incorporated into the narrative of the specific program area.
To assist the reader, Appendix A includes a list of acronyms used in the application. Appendix B lists the URLs used to link to specific program information. The MDE was notified by the USDE on July 1, 2002, that the 2002-03 Michigan Consolidated Application has been approved.
