SUBJECT: DRAFT AMENDMENTS TO CIVIL SERVICE REGULATION 6.02: UNFAIR LABOR PRACTICE CHARGES

Staff has proposed amendments to Regulation 6.02, Unfair Labor Practice Charges. The changes would (1) formally state, consistent with a recent commission decision, that attorney fees and costs are not available as relief in unfair labor practice (ULP) charges; (2) formally state that hearings procedures in Regulation 8.01, which have long been informally used to conduct ULP hearings, apply; and (3) clarify the standing of employees and the employer to file certain types of ULP charges.

Written comments regarding the proposed amendments may be sent to Janet McClelland, Chief Deputy Director, Civil Service Commission, P.O. Box 30002, Lansing, Michigan, 48909. Comments must be received by May 10, 2012.
