Preauthorized Services
|
Preauthorization
allows an appointing authority to make disbursements for personal services
without submitting a CS-138 to Civil Service each time the service is used. There are three types of preauthorized
services.
- $5000 or less per
vendor per type of service per fiscal year.
The State Personnel Director has preauthorized disbursements for personal
services provided by any vendor if the disbursements do not exceed $5,000
in one fiscal year. Such CS-138s are preauthorized because they are
deemed to satisfy Standard A (temporary, intermittent, or irregular
personal services) of Civil Service Rule 7-3.
It is necessary
to complete the CS-138 form for these services, but Civil Service
does not review it. The CS-138 will post after it routes through the
initiating department. Do not place a "y" in the "Preauthorized" field.
- Preauthorized
to a specific department.
This preauthorization is only granted under Standards A and/or B. Complete
the CS-138 form, giving a thorough description of the service for which
you are requesting preauthorization, and a rationale in your own words
as to how the service meets the Standard(s) selected.
When preparing
a CS-138 to request this type of preauthorization, put $999,999,999.00
in the "Requested Amount" field. This is not the actual
amount your agency is approved to spend, but is merely one of the
"flags" used to recognize that it is a preauthorization
request. Place a "Y" in the "Preauthorized" field,
and make the duration of the request 10 years.
