Veterans' Preference for Agency-Created Applicant Pools
On May 17, 2005, the Michigan Civil Service Commission approved Rule 3-8 on "Veterans' Preference". This rule states "An applicant who is qualified for initial appointment in the classified service is eligible for a preference in consideration during the selection process, as provided in this rule and the regulations. A qualified applicant who is granted a preference in consideration is not guaranteed appointment in the classified service". The rule then specifies the required qualifications to be eligible for this preference and lists the types and order of veterans' preference. Please refer to State Personnel Director Official Communication SPDOC No. 05-08, on Veterans' Preference, Rule 3-8 (dated May 27, 2005) for the options and specific details.
To make it easier for applicants and agencies to implement this rule, we have developed a system of registration for veteran preference through the Civil Service Commission, Office of Human Resource Services.
When visiting our Vacancy Posting website, the veteran (or spouse) will be able to link to a web page that explains the veterans' preference process, forms, and documents that are needed for registration. Veterans and spouses will then follow instructions to register with Civil Service. If they are determined to be eligible, they will be sent a letter verifying this and providing them with an Applicant ID Number, which they should provide to the hiring agency when applying for the position. Civil Service will assign and enter a Veteran Certification Code into the HRMN system, which reflects that they meet the eligibility criteria.

The web page instructs the veteran (or spouse) to identify their veteran status at the top of their resume. The hiring agency can then check the HRMN ZP22 form to verify their specific veterans' tatus and eligibility.
Depending on the certification code described in SPDOC No. 05-08, preference consideration or preference points may be given based on the following qualifications:

VETERAN |
An eligible veteran who has been released from active military duty within 5 years before the date of application. |
|
VETDISABLE |
An eligible disabled veteran who has been released from active military duty within 5 years before the date of application and has been determined to be eligible for disability compensation by the U.S. Department of Veterans Affairs (DVA), U.S. Department of Defense (DoD), or a branch of the Armed Forces of the United States as the result of a service-connected disability. |

VETSPOUSE |
Eligible spouse of a veteran, who was released from active military duty within 5 years of the date of application. |
|
VETSPOUDIS |
A spouse of a disabled veteran with greater than 50 percent service-connected disability, who was released from active military duty within 5 years before the date of application. |
|
VETSPOUSUR |
A surviving spouse of a veteran, who was released from active military duty within 5 years before the date of application. |
|
VETSPOUCHD |
A surviving spouse of a veteran who was released from active military duty within 5 years before the date of application and has a child under the age of 18 |
|
VETCHLDDIS |
A surviving spouse of veteran who was released from active military duty within 5 years before the date of application and has continuing paternal care for a disabled child. |
The expiration date (Renewal Date field) on the ZP22 will be five years from the date of release from active service.
