A rule is a statement that exercises the Civil Service Commission's constitutional quasi-legislative power. Rules are approved by the Civil Service Commission after public notice and comment. Rules exercise the commission's constitutional powers and have the force and effect of law.

These rules are published by the Michigan Civil Service Commission, Office of the General Counsel.  Paper copies of the rules and amendments are distributed by subscription only.
