Meet the Civil Service Commission

The Civil Service Commission is a bipartisan, four-member body, appointed by the Governor. Current Commissioners include Sherry L. McMillan (Chair), Andrew P. Abood , Kelly G. Keenan, and Thomas M. (Mac) Wardrop. The Commission also appoints a State Personnel Director to implement their decisions via the Department of Civil Service. State of Michigan Constitution (Article 11, Section 5) mandates that the Civil Service Commission shall:
  • Classify all positions in the classified service according to their respective duties and responsibilities,
  • Fix rates of compensation for all classes of positions,
  • Approve or disapprove disbursements for all personal services,
  • Determine by competitive examination and performance exclusively on the basis of merit, efficiency, and fitness the qualifications of all candidates for positions in the classified service,
  • Make rules and regulations covering all personnel transactions, and
  • Regulate all conditions of employment in the classified service.

The Civil Service Commission is charged with translating this mandate into action to help the state meet the challenges of the workplace of tomorrow.

Chair Sherry L. McMillan Chair
Sherry L. McMillan (Chair)

Attorney Sherry L. McMillan, of Walled Lake,is the Director of Human Resources for Oakland School Intermediate School District. Ms. McMillan has an extensive background in human resources administration and employment law. She was previously a human resources consultant with Oakland Schools Intermediate School District and an employment law attorney for K-Mart International Headquarters. Ms. McMillan received her JD from the University of Georgia School of Law, and a BA in Political Science from the University of Michigan. Commissioner McMillan's term expires December 31, 2010.

Andrew P. Abood

Attorney Andrew P. Abood of Okemos is with the Abood Law firm in East Lansing.  He is a graduate of Michigan State University and Thomas M. Cooley Law School.  Due to his high academic standing at Cooley, Mr. Abood was selected for membership in the Cooley Law Review, a highly esteemed publication in which he was published twice.  Mr. Abood served as a law clerk to the Honorable Michael F. Cavanaugh of the Michigan State Supreme Court.  He previously served as an adjunct professor at Cooley Law School teaching Scholarly Writing, past president of the Young Lawyer Section of the Ingham County Bar, and member of the Legal Authors Society.  Mr. Abood’s current areas of practice include commercial transactions and litigation, including real estate, corporate and business planning, and criminal law.  Commissioner Abood’s term expires December 31, 2012.

Commissioner
Kelly G. Keenan

Attorney Kelly G. Keenan of Brighton, brings to the Commission a wealth of knowledge about the Executive Branch of state government. Most recently, he served as the Chief Legal Counsel for Governor Granholm and was previously a Senior Deputy Director with the Office of the Attorney General. His many years of legal experience as an Assistant Attorney General will also be an asset to the Commission. Commissioner Keenan's term will expire December 31, 2014.

Thomas M. (Mac) Wardrop


Attorney Thomas (Mac) Wardrop is a partner with Wardrop and Wardrop, P.C. in Grand Rapids.  Mr. Wardrop specializes in civil practice, with an emphasis on commercial and tort litigation.  Originally from Mt. Pleasant, Mr. Wardrop received his Bachelor of Science degree from Central Michigan University and his JD from the University of Detroit School of Law, where he graduated cum laude and was a recipient of the Dean’s Scholarship for Academic Excellence.  Mr. Wardrop is a member of the Local Officers Compensation Commission for the City of Grand Rapids.  He previously served as a member of the City of Grand Rapids Parks and Recreation Advisory Board, St. Paul the Apostle School Board, and Kentwood Jaycees.  Commissioner Wardrop’s term expires December 31, 2016.
