DRAFT AMENDMENTS TO RULES AND REGULATIONS

Rule 3-8: Veterans' Preference
On January 17, 2008, Governor Jennifer Granholm requested that the Civil Service Commission amend Rule 3-8 to extend indefinitely the time during which a hiring preference is available to veterans. Currently, Rule 3-8 limits the hiring preference to the first five years after the veteran has completed military service. Staff has drafted the attached amendments to Rule 3-8 that, if approved, would remove the 5-year limit, thereby making veterans' preference available without any time limit.
Rule 5-4.2, Overtime and Regulation 5.02, Premium Payment of Overtime. . .
Rule 5-4.2 provides overtime pay for time in pay status (excluding sick leave) "in excess of 8 hours in a day and 40 hours in a week or as otherwise provided in the regulations" In the attached amendment, staff proposes to clarify that overtime is generally only paid for work in excess of 40 hours in a week. In addition, if the Commission approves the rule amendment, I will issue the attached amendments to Regulation 5.02.
The proposed rule amendments will be considered by the Civil Service Commission at its next meeting, 10:00 a.m., Wednesday, March 19, 2008, Capitol Commons Center, 400 S. Pine Street, Lansing.
