PROPOSED AMENDMENTS TO RULES
|
M. Scott Bowen, Director of the Office of the State Employer, has requested that the Civil Service Commission (1) repeal rule 6-3.6 and (2) authorize payroll deduction for employee contributions to union political action committees. Staff has prepared the following proposed amendments for consideration by the Commission:

Rules of General Applicability: Rule 6-3.6. Two alternative proposals are presented. Proposal 1 would amend rule 6-3.6 to (1) limit its use to certain emergencies, (2) require a unanimous vote of the Commission, and (3) reduce the notice period. Proposal 2 would repeal rule 6-3.6.

Payroll Deduction for Separate Segregated Funds: New Rule 6-16. The proposed new rule would authorize collective bargaining over payroll deduction of employee contributions to union political action committees (known as "separate segregated funds.")

| The proposed amendments will be considered by the Civil Service Commission at its next meeting, scheduled for 1:00 p.m., Wednesday, December 19, 2007, Capitol Commons Center, 400 S.
