Please note, Recipient Rights Basic Skills Training is not Substance Abuse Rights Training. Those interested in Substance Abuse Rights Training, please call the Michigan Department of Community Health, Bureau of Substance Abuse & Addiction Services (517) 373-4700. Newly hired rights staff must attend both parts of Basic Skills Training within 90 days of hire. Rights staff that take a new rights position, or return to a previously vacated position, and have not attended Basic Skills Training for 3 years, must retake Basic Skills Training.
