Certificate of Need
The CON evaluation report, Evaluation of Certificate of Need in Michigan, was commissioned by the Michigan Department of Community Health in response to the Michigan Office of the Auditor General's Performance Audit of the Certificate of Need Program released April 2002.
This Report was commissioned to evaluate the Certificate of Need Program's success in meeting its stated program goal of balancing cost, quality, and access issues and ensuring the development of needed services. A series of evaluation techniques were employed, including a review of current literature, analysis of statistical comparisons, and a set of key informant interviews involving regulators, providers, payers, and the general public.
The Report notes several solid recommendations to improve CON from key informants. Michigan's CON program has strengths as well as weaknesses and the Report provides an opportunity for continued dialogue between the Department and the Commission on how to improve efficiencies and overall effectiveness.
Finally, the Department of Community Health is grateful for the fine work of Dr. Christopher J. Conover, Dr. Frank A. Sloan, and Dr. Greg Cline in completing this report. Thank you.
