Fetal-Infant Mortality Review

Fetal-Infant Mortality Review (FIMR) is a process of identification and analysis of factors that contribute to fetal and infant death through chart review and interview of individual cases. FIMR complements other studies of infant death but uses an approach that is community-based and designed to bring together local health providers, consumers, advocates and leaders.  FIMR identifies strengths and areas for improvements in overall service systems and community resources for women, children and families.  FIMR also provides direction towards the development of new policies to safeguard them.

Fetal and infant mortality review has two goals:

  • to describe significant social, economic, cultural, safety, health and systems factors that contribute to mortality, and
  • to design and implement community-based action plans founded on the information obtained from the reviews.

Statewide technical assistance to the local project review process is provided through a subcontract with Michigan Public Health Institute.  A network of representatives from each local review team meets monthly to share information and collaborate on universal data forms.  Training is provided on issues regarding fetal and infant death and community organization.  Monthly networking for local staff is provided to share successes and failures, and to work on uniform record keeping. An annual State training is held on advanced issues related to the FIMR process and Infant Mortality reduction strategies.

Current FIMR teams are located in: Berrien County, Branch County, Calhoun County, City of Detroit, Genesee County, Kalamazoo County, Kent County, Oakland County, Saginaw County, Out-Wayne County, Ingham County, Jackson County, Washtenaw County and Macomb County.  A unique statewide review process has been developed to cover all Native American deaths that occur in Healthy Start areas.
