SIG-SFP/SIG Advisory Committee (SAC) and Workgroups

A Concise Overview of SIG-SFP/SIG Advisory Committee (SAC) and Workgroups

At the State level, a SPF/SIG Advisory Committee (SAC) and key workgroups have been identified to meet SPF/SIG goals. The Advisory Committee will make recommendations to ODCP via the SPF/SIG Project Director on: SAC Workgroup Membership Listing

  • Priority  needs for prevention services and gaps in the service system
  • Capacity to provide services and to mobilize communities
  • Development of a State SPF/SIG Strategic Plan
  • Systemic changes to enhance communication and coordination of substance abuse services
  • Implementation of evidenced-based programs
  • Monitoring and evaluation of the SPF/SIG Strategic Plan process and the effectiveness of its activities

Initially, it is expected that the following five (5) workgroups will be auxiliary to the SAC.

  • Epidemiological - To provide a baseline assessment of the extent of Michigan's substance abuse issues and to rank problems, the State Epidemiological Workgroup (SEW) will collect, analyze and compile needs assessment data predicated on: Risk and protective factors; Demographic factors; Service gaps; Causal, residual and environmental issues.

  • Inter-Governmental - To effect systemic change in the way Michigan builds Substance Abuse prevention capacity and infrastructure at the state and community levels, the Inter-Governmental Workgroup (IG) will make recommendations to the SIG-SPF/SIG Advisory Committee (SAC) regarding how to: Develop and sustain collaborative partnerships; Address identified gaps; Coordinate and leverage resources; and Promote the SPF model at the state and local levels.

  • Childhood/Underage Drinking - To fortify and expand Underage Drinking efforts in Michigan, the Childhood and Underage Drinking Workgroup (CUAD) will: Recommend priorities for reducing under-age drinking; Advise regarding State and community readiness to proactively address CUAD issues; Recommend strategies to address readiness deficits; Assist in crafting SPF/SIG underage drinking RFP guidelines; Recommend a strategy for engaging key stakeholders; Work with evaluator to establish benchmarks and assess outcomes; Participate in infrastructure planning to sustain underage drinking initiatives.

  • Coalition Workgroup - To provide insight into the needs of grassroots organizations, Drug Free Communities Coalitions and evolving organizational and neighborhood collaboratives, the Coalition Workgroup (CW) will make recommendations to the SAC that include, but are not limited to technical assistance, workforce development, strategic planning and funding issues.

  • Evaluation - To ensure a quality performance and maintain continuity of project goals and timelines an Evaluation Workgroup (EW) will be formed. An independent evaluator, the Pacific Institute of Research and Evaluation (PIRE), will consult with this workgroup regarding project process, implementation and outcome issues. PIRE will provide status reports and recommendations to the SAC. THIS GROUP HAS NOT YET BEEN ESTABLISHED. EVALUATION TEAM CURRENTLY WORKING WITH SEW.
