Recipient Rights Staff

New Training Requirements Beginning January 1, 2008

The Community Mental Health Service Program (CMHSP) shall assure that:

  • Within the first three months of employment, the Rights Officer/Advisor and any alternate(s) shall attend and successfully complete the Basic Skills Training Program offered by the Department's Office of Recipient Rights.
  • Within one (1) year of the effective date of employment, Executive Directors hired by a CMHSP shall be required to attend those sections of the Basic Skills Training Program designated by the Department.
  • In addition, every three (3) years during their employment, all CMHSP Rights Staff must complete a Recipient Rights Update Training as specified by the Department.

The Community Mental Health Services Program shall also assure that all contractual agreements with service providers who: (1) are required by the Mental Health Code to implement their right system or, (2) through contractual agreement are required to implement their own rights system, include language which requires staff appointed as Rights Officers/Advisors (and those identified as their alternates) to attend and successfully complete the Basic Skills Training Program offered by the Department's Office of Recipient Rights.

BASIC SKILLS TRAINING
Newly hired rights staff must attend both parts of Basic Skills Training within 90 days of hire.  Rights staff that take a new rights position, or return to a previously vacated position, and have not attended Basic Skills Training for 3 years, must retake Basic Skills Training.

This program is approved by the Michigan Social Work Continuing Education Collaborative for 39 CE Clock Hours.  Course Approval # 030308-18.

BASIC SKILLS TRAINING , Part I

The first part of the training course is required for all new rights staff and suggested for those who want to update.  This course is designed to provide participants with the skills needed to carry out the requirements of the Michigan Mental Health Code.  Topics covered:

  • Introduction to Rights
  • The Structure of the Michigan Rights System
  • Rights Under the Michigan Mental Health Code
  • Developing Effective Rights Training
  • The Complaint Investigation Process

You must be present all 3 days .

BASIC SKILLS TRAINING, Part II

A continuation of the first part of the program followed by an in-depth look at the skills necessary to perform a thorough investigation.  Topics covered: 

  • The Complaint Investigation Process (continued from Part One)
  • Elements of Investigation
  • Effective Interviewing Techniques
  • Collection and Analysis of Information
  • Writing ORR reports
  • Appeals Process

You must be present all three days.

RIGHTS COMMITTEE/APPEALS COMMITTEE TRAINING

Training is required for the members of your Rights and Appeals Committees.  DCH-ORR staff can help provide this training for you on an as needed basis.  You must be willing to host committee members from other agencies in your area.  Contact the Training Division at (248) 348-9961 for details.

  • Dress for all sessions is casual.
  • Unless noted otherwise, sessions are conducted from 8:30 AM - 4:30 PM
  • Refreshments are provided, but lunch is on your own.
  • There is no cost to attend these sessions, but no-shows and cancellations with less than 48 hours notice will be billed $15 per day in administrative costs.
