Doing Business with Michigan Rehabilitation Services

These include purchasing a variety of goods and services, all designed to meet the unique, individual needs of each person we serve. More than 250 qualified rehabilitation counselors across the state provide, or arrange for the provision of, services to some 40,000 Michigan residents with disabilities each year.

 

To do business with Michigan Rehabilitation Services, you must be a registered vendor through the Department of Management and Budget (www.michigan.gov/). Any business wishing to do business with the STATE OF MICHIGAN (www.michigan.gov/doingbusiness) must be registered and listed in the financial management information system for the state.

 

Michigan Rehabilitation Services is committed to the highest ethical standards in carrying out all purchasing activities. We are determined to spend money wisely to purchase the best products and services available. Service providers from whom the agency purchases services need to be licensed, certified, registered, or otherwise accredited as applicable for the occupation, facility, or service to be provided, or in the absence of these requirements, other equivalent competency assurances. Any facility in which services are provided shall meet the accessibility standards required by law, shall have staff or make arrangements to meet the special communication needs of clients, and shall take affirmative action to employ and advance in employment individuals with disabilities. Payment is made through authorizations for services.

 

Examples of services qualified rehabilitation counselors can provide, arrange, or purchase for clients as appropriate to their rehabilitation needs and consistent with their informed choice are (this list is not exclusive):

To provide our customers with the information they need to make informed choices regarding services most appropriate for their employment needs, we ask our vendors to complete the Service Information Form. This form will be available online for direct access by our customers as well as in our database for use by our counselors.

NOTICE: All vendors with whom Michigan Rehabilitation Services does business must be in compliance with the ABA of 1968, ADA of 1990, Civil Rights Act of 1964, Educational Amendments of 1972, and Sections 503 and 504 of the Rehabilitation Act of 1973.  All authorizations you sign for payment will reiterate this policy.

 

AUTHORIZATIONS FOR PAYMENT

Authorizations to vendors are the primary means of purchasing services. It is federally required that they be issued prior to or simultaneously with the provision of service.

 

Services for clients can be purchased through the following means. They are listed in order of priority:

  • Individual authorization to the vendor
  • Direct payment to the client

 

The authorization will be completed by the client's rehabilitation counselor after discussions with you (or your representative) and the client regarding the length of service, cost of service, and type(s) of services to be provided.

 

BILLING -- PAYMENT FOR SERVICES

Prior to approving a billing for payment, the bill needs to be reviewed for completeness and accuracy. Each bill/invoice must contain the amounts and dates of service; client signature (if required); vendor signature (RUBBER STAMP SIGNATURES ARE NOT ACCEPTED); and verification that all services have been provided and/or information received.

 

The agency is exempt from federal excise tax and Michigan Sales Tax.
