At the March 2007 meeting, Council members participated in a strategic planning session. As a result, a charge was given to the Council by the Department of Labor & Economic Growth (DLEG):

Part of the June 2007 charge given to the Council for Labor & Economic Growth (CLEG) included recommending whether Michigan should create a statewide Career Readiness Certificate (CRC).  A proposal, based on six months of research and analysis, was presented and approved by the full Council in December 2007:
