Office of Regulatory Reinvention Creates Rulemaking Process Advisory Rules Committee (ORR requests citizens to serve on these committees)

June 6, 2012 - Today, the Office of Regulatory Reinvention (ORR) announced that it is accepting applications from citizens for a newly-created Rulemaking Process Advisory Rules Committee. The Advisory Rules Committee (ARC) will assist in reviewing the Administrative Procedures Act in order to achieve Gov. Rick Snyder's goals of streamlining the rulemaking process and incorporating best practices. Executive Order 2011-5 contemplates that, as part of its effort to obtain input from a broad spectrum of stakeholders, the ORR will create certain Advisory Rules Committees. The deadline to apply to serve on this committee is Friday, June 22, 2012.  

"After reviewing several areas of regulation, now is an ideal time to review the overall rulemaking process," said Steven H. Hilfinger, Michigan's Chief Regulatory Officer and director of the ORR. "We have received feedback from both the public and previous Advisory Rules Committee members that there are opportunities to improve this process. An Advisory Rules Committee would be an ideal way to review the existing process and gather new ideas."

 

The ARC will function for 120 days after formation, unless that date is extended by the ORR.  The ARC will issue a report to the ORR containing advisory recommendations upon the completion of its work.  Ultimately, the ORR will submit its findings and recommendations to the Governor, based in part on the ARC reports.

 

The ORR has already created seven other ARCs: Inspections & Permitting, Natural Resources, Liquor Control, Occupational Licensing, Insurance & Finance, Environmental and Workplace Safety. To view the recommendations of the committees that have finished their work and the membership rosters of all committees, visit www.michigan.gov/orr. Additional ARCs will also be formed in the future, to address other areas of regulation, according to Hilfinger.

 

In addition to forming ARCs, the ORR provides interested parties with the opportunity to share their perspectives on the regulatory environment, including inviting the submission of comments online.

 

There will be approximately 9-12 members on the ARC, as selected by the ORR. Committee members will include administrative law experts and other stakeholders.

 

To apply to be a member of the Rulemaking Process Advisory Rules Committee, citizens are advised to send their resume (or equivalent) and short purpose statement to ORR@michigan.gov  The purpose statement should include which committee the person seeks to serve on and a short explanation for why he or she would like to serve on that committee. These statements should be no longer than 250 words and are due by Friday, June 22, 2012. 

 

All members will serve on a volunteer basis and are expected to attend regular meetings during the term of the Committee. The meeting schedule for the Committee will be announced at a later date.
