Using Pending Rule Changes

There are three ways to view proposed changes to Michigan Administrative Code.Users can view a list of rules chronologically organized by the year in which the Michigan department or agency proposed the rule and the particular rule's assigned identification number. Users can view a list of proposed rules organized by the Michigan department or agency proposing them.

Viewing Rules by Year's Index:

If you know the year that the proposed rule change was originally submitted, you can access the information on the website by using the "Year Index" or the "Search by Year" links. Under each year in the index, a list of all proposed changes still under active consideration appears. Above each rule, you will find a grouping of buttons, or button bar, that allows you to link to each rule's history, text, regulatory impact statement and the portion of the existing Michigan Administrative Code the rule intends to amend.

Viewing Rules by Department:

If you know the Michigan Department or Agency proposing a rule change, you can access the information using the "Department Index" or the "Search by Department" links. Under each department, a list of its proposed rules still under active consideration appears. Above each rule, you will find a grouping of buttons, or button bar, that allows you to link to each rule's history, text, regulatory impact statement and the portion of the existing Michigan Administrative Code the rule intends to amend.

Browsing:

When you are browsing through the Rules Under Review section of this site, the display will look something like the following:

2000-003 EQ
[This is the State Office of Administrative Hearings Rules Identification number assigned to the rule. This rule was the third rule proposed during the year 2000 and was assigned 2000-003. The Identification Number includes a two-letter department designator, in this example the Department of Environmental Quality]

General Rules
(Environmental Quality Water Division)
[This is the title of the proposed ruleset or the title of the administrative code that is being amended, followed by the Department and Division or Subdivision proposing the rules.]

The proposed action would rescind General Rules (R 323.2, 323.4, 323.5, 323.8, and 323.9) which were promulgated for the purpose of prescribing procedures related to the service of notices of determination and hearing and for the purpose of designating an agent for the water resources commission. These rules pertain to a now defunct commission, and/or ar duplicative, and/or are unnecessary given subsequently promulgated rules.
