June
seasonally unadjusted unemployment rates increased in all of Michigan's 12 major
labor market areas, John Palmer, deputy director for Workforce Programs, Michigan
Department of Career Development, announced today. Employment advanced in nine
areas, while labor force levels increased seasonally in 11 major areas.
"Persons
finding and seeking seasonal and summer jobs brought many workers into the state
labor market," Palmer said. "Although many did find work in June, others did
not."
Over
the month, unemployment rate increases for most of the 12 areas were significant,
with the majority of the areas recording hikes of around a full percentage point.
The Lansing Metropolitan Statistical Area (MSA), the Northeast Lower Michigan
Region, the Ann Arbor MSA, and the Northwest Lower Michigan Region were exceptions,
with rates increasing by around a half of a percentage point or less.
Employment Up Seasonally Over Month
From May
to June, employment levels rose in nine areas. Increases ranged widely with
the three northernmost labor market areas registering substantial employment
gains due to the onset of the summer tourism season. Increases in the remaining
areas were more modest. Employment in the Lansing, Benton Harbor, and Kalamazoo-Battle
Creek MSAs declined over the month.
Over the month, labor force levels
increased in 11 areas, and decreased slightly in the Lansing MSA.
Unemployment Rates Up Over Year
From June
2002 to June 2003, unemployment rates rose in all 12 state regions with increases
ranging from 0.1 to 1.5 percentage points. The Jackson, Saginaw-Bay-Midland,
Grand Rapids-Muskegon-Holland, Kalamazoo-Battle Creek, and Detroit MSAs all
recorded jobless rate gains that outpaced the statewide hike of 0.9 of a percentage
point.
Total Payroll Employment Flat
The monthly
survey of employers indicated that seasonally unadjusted payroll jobs in Michigan
edged downward in June by a mere 1,000 to total 4,487,000. Private sector job
growth of 32,000 or 0.9 percent was offset by a 33,000 or 4.8 percent reduction
in government employment.
Government
jobs fell in June due to seasonal cutbacks in local and state education with
the beginning of summer break at area schools and universities. The decline
in state government education was most evident in the Lansing and Ann Arbor
MSAs. The decreases in local government education occurred statewide.
Private
sector job gains were led by seasonal increases in construction (+12,000) and
leisure and hospitality services (+12,000). All metropolitan areas in the state
reported growth in these two industry sectors in June.
Other
notable payroll employment changes over the month included gains in manufacturing
(+6,000) and financial activities (+5,000), along with a decline in education
and health services (-6,000). The remaining industry sectors were little changed
in June.
The over-the-month employment increase
in manufacturing largely took place in the Grand Rapids-Muskegon-Holland MSA,
while the Detroit MSA was responsible for a good portion of the growth in the
financial activities category.
County Jobless Rates Up Over Month,
Year
Seventy-two
of Michigan's 83 counties recorded unemployment rate increases in June, with
28 counties registering a rate boost of a full percentage point or more. Marquette
County recorded a rate increase of almost three percentage points due to short-term
layoffs in the mining industry. In June, almost half of Michigan's counties
reported jobless rates of 8.0 percent or more. Ten counties' rates declined
slightly over the month while the rate in one county was unchanged.
Over
the year, unemployment rates were up in 67 counties with an average increase
of about one percentage point. Jobless rates declined in 14 counties, and were
unchanged in two counties since June 2002.
A breakdown of seasonally unadjusted
June workforce estimates for Michigan and its 12 major labor market areas follows,
along with a listing of county jobless rates for June.
