STATE HOUSING AUTHORITY ANNOUNCES $7 MILLION IN MSHDA
AND FEDERAL GRANTS TO HELP HOMELESS IN MICHIGAN
LANSING -More than 60,000 homeless people in Michigan
will benefit from over $7 million in grants awarded by the Michigan State
Housing Development Authority (MSHDA), the agency announced today.
A total of 204 organizations representing 60 Continuum of Care areas serving
all 83 Michigan counties will share the 2003 funding, a combination of MSHDA
($4.4 million) and federal Emergency Shelter Grant (ESG) formula funds ($2.6
million). The grants were awarded by MSHDA through the "Continuum of
Care" planning model.
"This is an important part of helping Michigan residents as they work
toward economic recovery and self-sufficiency," said MSHDA Executive
Director James L. Logue III. "I am pleased that we were able to remain
committed to those with urgent housing needs by awarding $300,000 more than
According to Logue, the grants awarded today will provide support for ongoing
programs, homelessness prevention activities, and supportive services such
as counseling, child care, transportation, housing placement and employment
training. The grants also give families and individuals an opportunity to
"The funding process is significant because it awards grants based on
each community's own locally based recommendations through the Continuum
of Care approach," Logue said. "The Continuum of Care" model
is a community-based process that responds to specific needs identified by
local care providers."
According to the Authority, the Continuum process brings government
agencies such as MSHDA, the Family Independence Agency (FIA), and the Michigan
Department of Community Health (MDCH) together with nonprofit organizations
in forming partnerships that strengthen community response to homelessness.
"It is reassuring to know that state government can come to the rescue
when confronted with such an important issue," said Logue. "The
Authority, FIA, and MDCH work together in a variety of ways to help ease the
effects of homelessness in local communities throughout the state."
"This method of granting awards is superior to any other," Logue
continued. "It means that the funding goes exactly where it is needed
as determined by the community. It also helps communities plan for a balance
of emergency, transitional, and permanent housing so homeless people can make
a transition more easily from the streets to jobs and independent living."
According to the Authority, comprehensive community plans and associated funding
requests were received from 60 Continuum of Care planning bodies, representing
all 83 counties in Michigan.
"We continue to work through the Continuum of Care planning process
as a means of providing services that are locally based, community-responsive,
and consumer-oriented," said Logue. "By taking their recommendations
and listening to their concerns, we are able to make the process even more
Some of these enhancements include expanding supportive housing development,
creating homelessness prevention initiatives, coordinating homeless advocacy
and awareness activities, and identifying a community's needs.
"In support of this expanded role, we have provided both extensive statewide
training and targeted technical assistance addressing Continuum of Care process,
structure, and development," Logue said.
