MPSC Authorizes Refund of $56.3 Million to Detroit Edison, Michigan Consolidated Gas Company and Consumers Energy Ratepayers

April 17, 2012 - The Michigan Public Service Commission (MPSC) today authorized The Detroit Edison Company, Michigan Consolidated Gas Company (Mich Con) and the electric and gas divisions of Consumers Energy Company to refund to their customers $56.3 million, the amount determined to have been collected for the now-defunct Low-Income and Energy Efficiency Fund (LIEEF).

The Michigan Court of Appeals last year found that administration of the LIEEF "does not fall within the scope of the PSC's general statutory powers." On Jan. 26, the Commission ordered the above mentioned utilities to file comprehensive plans for refunding all monies they had collected and were holding for the LIEEF.

Today's order directs Detroit Edison to refund $27.3 million; Mich Con to refund $3.6 million; Consumers Energy Company electric division to refund $17.5 million and Consumers Energy Company gas division to refund $7.9 million. At the conclusion of the refund, each utility has been directed to file a report with the MPSC describing the refund.

The MPSC is an agency within the Department of Licensing and Regulatory Affairs.
