SUBJECT: Reduction of Energy Usage

The economic conditions currently facing the citizens and government of this state and the resulting fiscal difficulties for our state budget are detailed in Executive Directive 2007-1. Given the severity of the state budget constraints, I am issuing this Directive now, which has as its objective reduction in expenditures by departments and agencies within the Executive Branch of state government. While I recognize that resources are already scarce, that significant efforts are underway to reduce energy usage consistent with Executive Directive 2005-4, and that greater efficiencies in the administrative operations of state departments and agencies already have been achieved, on-going efforts to reduce costs and curtail spending remain critical. Accordingly, I direct:

A. By March 30, 2007, the Director of the Department of Management and Budget shall present the Governor with a plan to further reduce energy usage by departments and agencies within the executive branch of state government. The plan shall provide for an additional reduction in energy usage of at least 10% from the level of energy usage during the fiscal year ending September 30, 2006. In developing the plan the Department of Management and Budget shall consider all of the following:

1. Measures to reduce non-essential uses of electric power in state buildings and facilities between 8:00 p.m. and 6:00 a.m. Monday through Friday, on weekends from 8:00 p.m. on Friday until 6:00 a.m. on Monday, and on state holidays.

2. Measures to reduce non-essential heating and cooling equipment usage in state buildings between 8:00 p.m. and 6:00 a.m. Monday through Friday, on weekends from 8:00 p.m. on Friday until 6:00 a.m. on Monday, and on state holidays.

3. Measures to reduce use of overhead electric lighting and enhanced use of natural lighting in state buildings and facilities.

4. Increased use of energy efficient lighting devices and other energy efficient equipment.

5. Measures developed in cooperation with the Department of Information Technology to modify the use of computer equipment and reduce the use of electricity, including, but not limited to, automatic shutdown routines for desktop computers.

6. Exceptions to energy usage restrictions when deemed necessary for the provision of essential services, including, but not limited to, activities to assure the continued operation of computer systems, and the health, safety, defense, and well-being of Michigan residents and visitors.

B. The report to the Governor prepared by the Director of the Department of Management and Budget under this Directive shall include recommendations for enhancing joint purchasing of electricity or other energy resources by this state, local governments, and political subdivisions of this state. Energy expenditures taking advantage of joint purchasing with other governmental entities should be utilized whenever feasible. If the Department determines that enactment of legislation would facilitate coordinated purchasing and costs savings, the Director shall propose legislative changes in the Director's report to the Governor.

C. The Director of the Department of Management and Budget shall take all actions necessary to comply with the requirements of this Directive, consistent with Michigan law. All departments and agencies shall assist the Department of Management and Budget, as necessary, in implementing this Directive.

D. Nothing in this Directive shall be construed to alter Executive Directive 2005-4, which remains in effect.

E. This Directive is effective immediately.
