Veterans Upward Bound Day

Whereas, The Veterans Upward Bound project at Wayne State University is one of the Federal TRIO programs; and,

Whereas, The Veterans Upward Bound Program began nationally in 1972 and provides information and assistance to help low-income and first generation veterans access to a postsecondary education; and,

Whereas, The Veterans Upward Bound projects nationally serve over 5,000 veterans each year; and,

Whereas, The National Association of Veterans Upward Bound Project Personnel was formed in April of 1979; and,

Whereas, The Silver Anniversary Conference of the National Association of Veterans Upward Bound Project Personnel will begin on April 28, 2004; and now therefore be it,

Resolved, That I, Jennifer M. Granholm, Governor of the State of Michigan, do hereby proclaim April 28, 2004, as Veterans Upward Bound Day in Michigan.
