Focus on the people and relationships; "the profession".
1.1 - Recruit and retain individuals to authorized manning levels and established goals, annually by September 30th.
1.2 - Identify, leverage and publicize opportunities for professional development and training, including state, federal and military full time employees, annually by June 30th.
1.3 - Institutionalize employee recognition processes, to increase team member cohesiveness, with quarterly celebrations, no later than December 30, 2013.
