The vendor never sees the notepad entry on a requisition or purchase order.  This is different then on a payment voucher where the notepad entry prints on the warrant.  The requisition notepad is used for communication purposes.  If you send an attachment through ID mail you can note it.  It is also used for vendor justification rationale.
