- Reduce the number of families requiring financial support from the state welfare system.
- Increase the annual earnings of welfare clients and lead to self-sufficiency.
- Reduce the number of families on Medicaid by helping parents to qualify for jobs that provide health care coverage for dependents.
- Support the workforce and skill needs of Michigan businesses and employees by:
- Changing the focus from the pre-employment support to post-employment retention support beyond the 180 days' retention.
- Increase participation and completion of education and training leading to employment (including basic literacy, vocational, on-the-job and post-secondary education).
- Achieve cost savings as a result of improved efficiencies and program outcomes.
