The only type of Personnel or Employment Agencies that are regulated are the ones that:

1. Collect a fee from a person for services rendered or offered to be rendered such as: serving, assisting or in any way aiding the person who is seeking employment or making basic career decisions and puts the person in direct contact with employers, or
2. Collects a fee from a person for services rendered or offered to be rendered such as: assisting, serving, or in any way aiding or consulting with that person in regard to making basic career decisions.
