Legal Authority

In Michigan, the Business Enterprise Program is operated under authority of two separate Acts and their promulgated rules.

The law that initiated the concept of a program to provide employment to blind people is the Randolph-Sheppard Act, of 1936, PL 93-516 as amended, 20 U.S.C. 107 to 107F. This act deals with the operation of vending facilities on federal property.

Additionally, Michigan Public Act 260 of 1978 being section 393.351 et seq. of the Michigan Compiled Laws, provides authority granting priority to blind people to operate concessions on certain State property.
