A provider, as defined in PA 48, includes (Sec. 2(k)):

a) cable television operators that provide telecommunication service
b) a person who owns telecommunication facilities located within a public right-of-way
c) a person providing broadband internet transport access service
d) person or an affiliate of the person each of which for compensation provides 1 or more telecommunication services.
e) regulated and unregulated services offered to customers for the transmission of 2-way interactive communication and associated usage.
