Agencies & Commissions


The Michigan Department of Labor & Economic Growth (DLEG) is composed of the following labor and economic development agencies and commissions to promote job creation and economic growth in Michigan by centralizing and streamlining the state's job development, workforce development, and economic development functions under one department.

Career Education, Bureau of

   


Adult Education, Office of

Adult Education provides an opportunity for mature students to achieve education levels equivalent to those of high school graduates.

Postsecondary Services, Office of
This office helps students gain access to postsecondary education that is appropriate to their career goals. The Office of Postsecondary Services provides policy interpretation and guidance, grant administration and oversight, audit resolution, and technical assistance to Michigan universities, community colleges, independent colleges, proprietary schools and licensed establishments.

Bullet Commercial Services, Bureau of
This bureau is responsible for assuring that more than 335,000 licensees for 26 different commercial occupations meet the minimum standards for operating in Michigan. The bureau maintains public records of 1,250,000 business entities, issues licenses, and conducts investigations to ensure that the people and businesses performing services or conducting business are operating legally and competently.

   

Corporation Division
The Division provides services that enable corporations, limited partnerships, limited liability companies, and limited liability partnerships to be formed, and for foreign entities to obtain a certificate of authority to transact business.

Enforcement Division
Protect consumers through the licensing and regulation of certain professions, occupations, businesses and services.

Licensing Division
The Licensing Division is responsible for determining eligibility for examination and licensure, monitoring licensee's compliance with continuing education requirements, and providing administrative support to the boards and oversees administration of examinations to those professions that have an examination requirement.

Bullet Commission on Spanish-Speaking Affairs (COSSA)
The Commission promotes the diverse interests of Hispanics in Michigan in order to help them live lives that are abundant with opportunities.


Bullet Construction Codes, Bureau of
The Bureau of Construction Codes (BCC) is responsible for the administration of the Construction Code Act, the Building Officials Registration Act, electrical, mechanical and plumbing licensing laws, as well as the boiler, elevator, and manufactured housing programs. The bureau also ensures an orderly and consistent review of subdivision plats and administers the statewide program of monumenting and remonumenting the original US government public land survey property. The State Boundary Commission within the bureau is responsible for adjudicating many types of municpal boundary adjustments.

Bullet Council for Labor & Economic Growth (CLEG)
The Council is charged with the development and continuous improvement of a Statewide Workforce Investment System.


Bullet Employment Relations, Bureau of
The Bureau of Employment Relations (BER) helps resolve labor disputes involving employers and labor organizations. The bureau works to ensure that the labor relations processes function well, thereby creating and promoting a positive labor climate in which businesses can thrive and grow, and employees prosper.


Bullet Energy Office
This office promotes energy efficiency and renewable energy resource development to Michigan's residents, businesses and public institutions.


Bullet Financial & Insurance Regulation, Office of (OFIR)
OFIR regulates Michigan's insurance industry as well as banks, credit unions, mortgage companies, auto finance companies, and securities companies. This helps assure that the wages, savings, and investments of Michigan families are safe.


Bullet Fire Services, Bureau of
The Bureau of Fire Safety serves the training needs of the Michigan fire departments and reviews school and hospital building plans for safety ensuring the health, safety, and welfare of Michigan's citizens as the highest priority.


Bullet Freedom of Information Act (FOIA)

Bullet Land Bank Fast Track Authority
The Authority allows properties that have reverted to state ownership due to failure to pay taxes to move through an expedited title clearing process. These tax reverted properties can be ready for sale and redevelopment in less than one year, reducing blight, eyesores, and unproductive and obsolete spaces in neighborhoods across the state.

Your one-stop source for reliable information on recent employment trends, wages, detailed industries, and jobs in demand. It also is a great source of economic information on Michigan regions and counties.

Media & Public Relations, Office of
The Office of Media & Public Relations responds to inquiries from the news media, issues news releases about important developments in programs and services, and provides public information and news of internal departmental events and policies.

Bullet METRO Authority (Metropolitan Extension Telecommunications Rights-of-Way Oversight Act)
Promotes new telecommunications services, providers, technology; encourages competition in availability and prices. Collects fees from telecommunications entities and distributes those fees to local units.


Bullet Michigan Commission for the Blind
The Michigan Commission for the Blind provides opportunities to blind or visually impaired persons to achieve employability and/or function independently in society. It serves approximately 4,000 persons annually through its educational, training, and rehabilitation programs.


Bullet Michigan Commission on Disability Concerns
The Michigan Commission on Disability Concerns responds to and advocates on behalf of Michigan's 1.9 million people with disabilities.


    Division on Deaf and Hard of Hearing
Our mission is affirming the indisputable right of Deaf and Hard of Hearing Persons to secure effective communication.


Bullet Michigan Employment Security Board of Review
This agency is an autonomous, quasi-judicial body and is the final administrative appellate step within the unemployment compensation system. The Board processes and decides appeals from the decisions and orders issued by Unemployment Agency referees in contested unemployment benefits cases.


Bullet Michigan Liquor Control Commission
Regulates the availability of alcoholic beverages for consumption while protecting the consumer and general public through regulation of the related industries.


Bullet Michigan Occupational Safety & Health Administration (MIOSHA)
MIOSHA is responsible for the administration of the occupational health and safety provisions of the Michigan Occupational Safety and Health Act P.A. 154 of 1974 as amended, the Asbestos Abatement Contractor's Licensing Act P.A. 135 of 1986, the Asbestos Worker's Accreditation Act P.A. 440 of 1988.


Bullet Michigan Public Service Commission
The Michigan Public Service Commission (MPSC) administers policies and regulations including rate setting, to ensure that energy, communications, and transportation services are provided in an efficient, reliable, and safe manner to adequately meet the needs of Michigan residents.


Bullet Michigan Rehabilitation Services (MRS)
MRS helps Michigan residents with disabilities achieve employment and self-sufficiency. It serves people in their communities through a network of field offices staffed by rehabilitation counselors. Michigan Rehabilitation Services also administers the Michigan Career and Technical Institute (MCTI), which has provided training for adults with disabilities in Michigan since 1944.


Bullet Michigan State Housing Development Authority (MSHDA)
MSHDA provides financial and technical assistance through public and private partnerships to create and preserve decent, affordable housing for low and moderate income Michigan residents.


Bullet Michigan Tax Tribunal
The Michigan Tax Tribunal is a tax court with original and exclusive jurisdiction over property tax issues. Like other courts, the Tax Tribunal conducts hearings and renders written decisions based on the evidence submitted.

Bullet Policy & Legislative Affairs, Office of
This office follows legislation affecting the Department of Labor & Economic Growth and its bureaus and serves as liaison between the Governor's Office of Regulatory Affairs and bureaus on rule making issues.


Bullet State Office of Administrative Hearings & Rules (SOAHR)
The State Office of Administrative Hearings & Rules represents the consolidation of administrative law services within the Department of Labor & Economic Growth.


Bullet Unemployment Insurance Agency
The Unemployment Insurance Agency (UIA) helps jobless workers and their families by providing a temporary income while the workers are unemployed and seeking new employment. Unemployment insurance helps employers by keeping a skilled work force on hand until jobs become available. It also aids the economy as unemployment insurance benefits are "high velocity" dollars that are used quickly to purchase local goods and services.

Utility Consumer Participation Board
The five-member Board provides grants to qualified applicants that represent the interests of Michigan's residential energy (gas, electric, and other fuel) utility customers at residential energy proceedings before the Michigan Public Service Commission.

Bullet Wage & Hour Division
The Wage & Hour Division administers the laws that protect the wages and fringe benefits of Michigan's workers, and provide for the safe and legal employment of minors.


Bullet Workers' Compensation Agency
The Workers' Compensation Agency administers the Workers' Disability Compensation Act, which provides wage replacement, medical, and vocational rehabilitation benefits to men and women who suffer work-related injuries and disabilities. The Agency also assures compliance with the mandatory insurance provisions of the act to protect injured workers and to protect Michigan employers from unfair competition by those who are not in compliance.


Bullet Workers' Compensation Appellate Commission
The commission provides service to Michigan employees and employers by expeditiously and impartially addressing and resolving their appeal of claims for review for workers' compensation benefits from cases contested before the Workers' Compensation Board of Magistrates.


Bullet Workforce Program, Bureau of
The Bureau of Workforce Programs helps equip individuals with the skills needed for the jobs of today and the future, and it helps maintain a well-trained labor pool. It administers several programs that are designed to provide persons with the assistance they need, such as; assisting workers find jobs and helps employers find workers.


   

Foreign Labor Certification
The purpose of this program is to assist employers in filling personnel needs that cannot be met with U.S. workers, while protecting U.S. workers from competition from low-wage foreign workers.

Michigan Opportunity Partnership
The MI Opportunity Partnership's goal is to retool Michigan's job training programs and proactively steer unemployed workers toward high-demand career fields.

Michigan Regional Skills Alliances
Globalization of the economy, rapid technological change, and changes in labor force demographics are among the major factors affecting businesses and workers in the 21st Century. Many businesses find it difficult to remain competitive in their industries. MiRSAs are specifically designed to meet these workforce challenges.

Migrant & Seasonal Farm Worker Program
Growers and workers can find valuable information.

No Worker Left Behind
By redirecting the state and federal dollars already used for worker training programs, Governor Granholm's new No Worker Left Behind Initiative will help more than 100,000 displaced workers by providing up to two years free tuition at any Michigan community college or other approved training program; allowing displaced workers to receive needed training in high demand skills while receiving unemployment benefits.

Rapid Response
The Rapid Response Team works together to ensure that both employers and their employees receive all available assistance to help through the closure/layoff process.
