Jordan Gas Processors, B.D. Deans and Quicksilver Resources Granted Authority to Construct and Operate Pipelines, U-13604, U-13608, and U-13611

Contact:  Mary Jo Kunkle (517) 241-3323

December 6, 2002

The Michigan Public Service Commission today granted three companies authority to construct and operate natural gas pipelines in Michigan.  Jordan Gas Processors Co., L.L.C. was granted authority to construct and operate the Lehman 16 Pipeline in Manistee County.  B.D. Deans, LLC, and Quicksilver Resources, Inc. were granted authority to construct and operate the Spruce Pipeline in Lake County and the Star 4 Pipeline in Antrim and Otsego counties, respectively.  The Commission concluded that the pipelines will provide an economic means to deliver natural gas to market.

Jordan will use the pipeline, a 3-1/2 inch outer diameter line approximately 1,750 feet long, to transport natural gas from the Jordan Consumers Lehman #11-16 Well to market by way of the existing gas transmission system.  Deans will use the pipeline, a 3-1/2 inch outer diameter line approximately 5.81 miles long, to transport natural gas to market by way of the existing gas transmission system.  Quicksilver will use the pipeline, a 4-1/2 inch outer diameter line approximately 7.14 miles long, to transport natural gas from the All State Star Central Processing Facility to market by way of the existing transmission system.  Jordan, Deans and Quicksilver requested approval to construct and operate the pipelines on October 25 and October 29, 2002, respectively.

The pipelines will meet the requirements of the Michigan Gas Safety Standards if constructed, tested and operated as proposed.  Jordan, Deans and Quicksilver must each file with the Commission, within 60 days after construction, a completion report that includes pressure test data and a map of the pipeline, as constructed.  The Commission also directed the companies to make the appropriate filings if, in the future, the pipelines are to be used to transport third-party natural gas.

Jordan, Deans and Quicksilver are headquartered in Traverse City, Mt. Pleasant, and Fort Worth, Texas, respectively.

The MPSC is an agency within the Department of Consumer and Industry Services.
