CIS Issues Emergency Order to Revoke the license of Highland Park Home for the Aged; Investigation Uncovered Problems at Lib's Manor, Hearing Scheduled for Nov. 15

NOVEMBER 09, 2000 - The Michigan Department of Consumer & Industry Services (CIS) Bureau of Regulatory Services has issued an Emergency Order requiring a Home for the Aged, Lib’s Manor of 12024 Woodward, Highland Park to take immediate steps to correct violations found during a recent follow-up inspection at the facility.

 

Under Michigan statute, a Home for the Aged is defined as "a supervised personal care facility, other than a hotel, adult foster care facility, hospital, nursing home, or county medical care facility that provides room, board, and supervised personal care to 21 or more unrelated, nontransient, individuals 60 years of age or older. Home for the Aged includes a supervised personal care facility for 20 or fewer individuals 60 years of age or older if the facility is operated in conjunction with and as a distinct part of a licensed nursing home."

 

Among the problems uncovered during the November 6, 2000 follow-up inspection of the home were:

 

*Failure of the facility to provide adequate and appropriate care as required by the statute and administrative rules.

 

*Failure of the facility to carry out the medical treatment instructions and medications as

prescribed and ordered for the residents

 

*Failure of the facility to address corrective measures to address the high number of medication errors.

 

*Failure of the facility to provide a safe resident care environment due to roof leaks.

 

The Emergency Order places an immediate ban on admissions and readmissions of residents to the facility, requires the transfer of all of the facility’s residents out of the facility by November 17, 2000, and requires the facility to work with the Family Independence Agency in the transfer of the 7 elderly residents to a more appropriate setting.

 

An Administrative Hearing regarding the issuance of the Emergency Order has been scheduled for Wednesday, Nov. 15 in Lansing. Lib’s Manor has been licensed as a home for the aged since 1982. The home is licensed to receive 23 adults who are aged.
