Director of Strategic Policy

Ms. Carol A. Steffanni, former CIO for Wayne County, assumed the role of Director of Strategic Policy for the Department of Information Technology in March of 2003.   Ms. Steffanni works directly with MDIT Director, Kenneth Theis, in the planning and implementation of department initiatives.   As the Director of Strategic Policy, Ms. Steffanni oversees a staff of strategic planners in the implementation of an organizational transformation initiative with the goal of improving DIT service delivery to the state.

Ms. Steffanni has served as the Assistant County Executive and Director of Information Technology for Wayne County since 1997. She has held numerous positions within the county since 1983 where she developed a legislative tracking system, managed public relations efforts, and reported directly to the Chairman of the County Commission. She earned her undergraduate degree from Eastern Michigan University, her Masters degree from Bowling Green State University, and she has completed her PhD course work and exams at the University of Michigan in Ann Arbor. She has been profiled for her work in Government Technologies and Governing Magazine.
