Director, Office of Employee and Financial Services
Ms. Tina Richardson is the Director of the Office of Employee and Financial Services (OEFS) for the Michigan Department of Information Technology. In her position as the head of OEFS, Ms. Richardson has responsibility for the direct oversight of the department's budget and finance operations, which includes billing services, rate development, and asset management. In addition, she oversees the Enterprise Portfolio Management Office, which includes all of the department's contracting and procurement functions. Other major functions that report to Ms. Richardson include the oversight of human resources for the department, policy development, facility/building management, audit services, and all other administrative functions of the agency.
Early in her career in state government, Ms. Richardson served as an auditor with the Michigan State Housing Development Authority, and then worked as an accountant with the Department of Management and Budget. After joining MDIT in 2002, she served as a financial specialist and financial manager within OEFS. Most recently she has worked closely with the MDIT Executive Team, providing direct support to the Chief Deputy Director. Prior to joining state government in 1996, Ms. Richardson worked in the private sector as an account manager, providing tax and consulting services to small business clients.
She graduated Magna Cum Laude from Davenport University with a Bachelor's Degree in Business Administration and Accounting. She received Project Management Novice Certification in 2005 and she has been recognized by Toastmasters International as a Competent Toastmaster.
