Who is responsible for my heat and electric costs?
 
Answer:
You are, DHS can help, but not as much as in the past.  You must read your bills, be careful how you use energy, and keep your costs as low as possible to avoid shutoff.  Your heat and electricity providers want to keep you as a customer.  Don't let them be the last to know if you are having problems.  Call them about setting up a payment plan before you get shut off.
